This is a little hard to believe, but there are Twilight's Hammer members here in Blackrock Depths! I don't know how many there are crawling throughout this place, but I did hear that their lead interrogator, Gerstahn, is in this hallway.

I don't know what they're here torturing for, but maybe you can find out by confronting Gerstahn?
